Plan Reviews
for New or Remodeled Food Service Establishments

Food Service Establishment Plan Reviews are required for new food service establishments and for those existing food service establishments that will be extensively remodeled.  These reviews may also encompass changes of ownership although the review may be less involved. The plan review process is how older establishments can be upgraded to meet current code requirements.

The plan review process begins with a review of the proposed menu, and the flow of food in the establishment. The review considers whether the foods to be served require a little or a lot of food preparation. Two of the items that most often cause foodborne illness include improper cooling of foods and poor hygienic practices by food service workers. Plan reviews identify opportunities for preventing these problems before establishments are built or remodeled.


If you are planning to open a new or remodel an existing establishment in Johnson County, you must complete a Facility Plan Review Form, a Food Handling and Flow of Food Form, and a Grease Interceptor Review Form if the facility discharges waste into the Johnson County Unified Wastewater System.

Blueprints are required and equipment specification sheets are requested. Some of the most important items are:

  • number and location of hand washing sinks,
  • location of food service equipment,
  • refrigeration equipment,
  • three compartment sink with drain boards on each end,
  • vegetable preparation sink,
  • mop sink,
  • finish schedule (floors, walls, and ceilings),
  • toilet facilities,
  • storage facilities,
  • plumbing,
  • electrical,
  • outside trash disposal,
  • ventilation (equipment and restrooms),
  • and more.
