Fairs, Festivals, and Special Events and Mobile Food Units
Fairs, Festivals, and Special Events
There are no permits required by the State of Kansas for Special Events as
long as they do not exceed 14 days and are in conjunction with a single event or
celebration. However, it is expected that they will conform to good food
handling practices for foods that are served to the public. This is done
in part by limiting the menu items served. The state regulation reads:
"Only those potentially hazardous foods requiring
limited preparation, such as hamburgers and frankfurters that only require
seasoning and cooking, shall be prepared or served. The preparation of
other potentially hazardous food is prohibited."

This does not prohibit pre-packaged foods from approved sources which are prepared in
individual servings, stored at proper temperatures, and served directly to the public in
the original unopened container.
Convenient hand washing facilities must be available for employee hand washing. |
Mobile Food Units
Mobile food service operations or pushcarts are in many ways like a temporary food service
operation. They have limited menus, and provide food served from single service articles only.
The mobile units are expected to have all the facilities of a full service operation if they prepare
food on site. The pushcarts and limited food service vehicles must have hand washing facilities. This
includes a potable water supply with hot and cold water, soap, paper towels, and a retention tank 15%
larger in capacity than the potable water supply to catch the waste water. They are also required
to have a commissary or a fixed food service operation where they can report daily for restocking
