Three types of Permits or Authorizations for wastewater disposal to the sanitary sewerage
system are available from the Johnson County Environmental Department.
The appropriate permit or authorization for your wastewater disposal is determined by an
evaluation of duration of the disposal, the significance of the disposal upon the sanitary
sewerage collection system or receiving wastewater treatment plant, applicability to
Johnson County’s Prohibited Discharge Standards and/or the industrial wastewater discharge
categorical standards established in the Code of Federal Regulations (40 CFR 403 through 471).
Special Wastewater Disposal Authorization
Special Wastewater Disposal Authorizations (SWD’s) are issued to industries having a need to
dispose of wastewater generated from non-routine activities or unforeseen events. The disposal
of this wastewater is typically a one-time event. The SWD is initiated by submitting a
"Special Wastewater Disposal Request" to the Environmental Department. The request
is reviewed by the Environmental Department and the Johnson County Unified Wastewater Districts
(if applicable). If deemed acceptable, a letter of authorization with disposal conditions specific
to the event will be issued to the applicant. SWD’s are valid for one year from the date of
issuance. A letter summarizing the event is required to be submitted to the Environmental
Department by the applicant upon completion of the discharge event. There is currently no fee
charged for a SWD.
Long-Term Wastewater Disposal Authorization
Long-Term Wastewater Disposal Authorizations are similar to SWD’s with the exception that
the discharge event will occur over an extended period of time. These authorizations are
typically issued for a disposal activity which has been deemed not to have a significant impact
upon the sanitary sewerage collection system and/or the receiving wastewater treatment plant,
which do not fall under a categorical standard specified in the Code of Federal Regulations, and
which do not warrant wastewater monitoring by the control authority. Industries may apply for a
Long-Term Wastewater Disposal Authorization by submitting a completed "Special Wastewater
Disposal Request" form to the Environmental Department. Long-Term Wastewater Disposal
Authorizations are non-expiring, unless the wastewater flow and/or characteristics change
significantly or the discharge is subsequently determined by the control authority to present
a concern to the collection system or treatment plant. A letter of notification to
the Environmental Department is required upon termination of the discharge by the industry.
No fees are currently being charged for a Long-Term Discharge Authorization.
Industrial Wastewater Discharge Permit
Industrial Wastewater Discharge Permits (IWD’s)are issued when an industry has been determined
to fall under one or more of the categories specified in the Code of Federal Regulations,
when the wastewater discharge from the industry has been determined to have the potential of
significantly impacting the sanitary sewage collection system and/or wastewater treatment plant,
or as otherwise deemed necessary by the control authority. IWD’s are initiated by submitting
an "Application for Industrial Wastewater Discharge Permit" to the Environmental
Department. A draft permit, with requirements specific to the industry’s wastewater
discharge, including wastewater monitoring and reporting requirements, will be prepared and
forwarded to the industry for review and comment. The final permit will be issued 30 days
following the issuance of the draft permit. IWD’s are valid for 5 years from the date of
issuance. A fee is currently not charged for an IWD Permit.
