Approximately 23% of all homes in the United States are served by private sewage treatment
systems. There are approximately 9,000 private sewage treatment systems in Johnson
County. The Residential On-Site Program issues permits for private sewage treatment
systems where property owners are not served by a public wastewater collection system.
This program oversees the construction of new private treatment systems and the repair
or replacement of existing systems. Before issuing the permit, a site evaluation and soil
profile analysis need to be done. This determines the type of on-site system each home will
need. Another benefit of our program is the resale inspection. This is done before residential
property is bought or sold, at the buyer's or seller's discretion.
There are new requirements that affect anyone who acquires residential property served by
a private sewage treatment system. The new owner must obtain a use permit from the Department.
This permit will be issued after the Department inspects the system and verifies that it is
functioning properly. A system that has been recently inspected under the courtesy resale
inspection program will not need to be re-inspected prior to issuance of the use permit. There
are permit fees associated with these new requirements to cover the Department’s costs. For
