Construction of a Subtitle D Landfill
|

Since 1993, all municipal solid waste landfills must comply with Subtitle D of the Resource
Conservation and Recovery Act (RCRA). These landfills are commonly referred to as
"Subtitle D landfills" or municipal solid waste (MSW) landfills.
The following photos illustrate the construction process to build a Subtitle D MSW landfill. The Johnson County Landfill Phase 3 area is presented to show construction of a permitted MSW landfill area. |
| The quarry operation/excavation - Landfills are often sited in an abandoned or active quarry area. A boring rig (center of photo) is used to dig holes for gun powder to break up the rock for easier removal. Front loaders and dump trucks are used to remove the rock and dirt. Excavation proceeds until the design base elevation is met. |
| Surface preparation -- The surface area is composed of shale material for the base subgrade layer. Front loaders, backhoes, and disking equipment are used to slope and grade the subgrade shale layer based on approved engineering design. |
| Subgrade construction - Sheepsfoot roller equipment used to pulverize the shale and soil material. Water is added to meet moisture/density requirements. Subgrade is compacted to a depth of at least 12 inches. |
| Subgrade shale construction - The bottom of the cell has completed final grade and slope. The rightside of the photo shows the perimeter berm constructed from the design plans. Flags are set by surveyors to establish proper elevations. |
