Update on Recent Activities at APAC-Reno

Week ending December 5, 2005

APAC-Reno is required by KDHE to remove all water that has come into contact with the buried waste by 3/21/06. APAC-Reno is evaluating various wastewater treatment and disposal options to meet this requirement.

APAC-Reno has installed two more landfill gas wells as part of the landfill gas collection system. The air quality permit applications will be submitted to the KDHE Bureau of Air and Radiation in the next two weeks for their review and approval.

APAC-Reno has finished the drilling and completion of seven groundwater monitoring wells as part of the hydrogeologic investigation required by KDHE. They also completed five landfill contact water wells in the fill area. Each well is required to be surveyed by a licensed surveyor which will be completed within the next week. Also within the next week, the groundwater wells will be purged of any water and each well will be sampled for the water quality and chemical parameters established by KDHE. Some wells may not have water because the screened rock intervals have no groundwater.

APAC-Reno has placed clay cover on about 60% of the south end of the landfill, but was not able to continue this week due to the inclement weather.

APAC-Reno is designing an facility-wide air monitoring program with sampling equipment to meet KDHE requirements. The air monitoring program is expected to be fully implemented in a few weeks. In the meantime, Johnson County continues with the perimeter air monitoring for hydrogen sulfide.

Week Ending December 12, 2005

APAC-Reno continues dewatering the waste fill area with the construction of a drainage collection system on the south side of the lower pond area. The contact water in the waste fill area flows into the lower east pond which is then chemically treated to improve water quality. APAC-Reno is discussing plans for disposal of the treated pond water with the Kansas Bureau of Water and the County Wastewater Department.

APAC-Reno is drilling and completing about one landfill gas collection well per week during this cold winter period.

APAC-Reno will complete the well drilling operation for the hydrogeologic investigation during the next week when they drill one additional groundwater well located near the lower pond area. Groundwater well sampling is also expected to begin next week.

Intermediate soil cover over the south waste fill area continues, but was very slow during the week due to the weather.

APAC-Reno and KDHE are finalizing the details of an extensive air monitoring program covering the landfill perimeter areas and on-site locations. The air monitoring will include new low level detection hydrogen sulfide monitoring units, continuous monitoring, and transmittal of the monitoring data to KDHE, JCED, and the ATDSR.

Air monitoring continues with APAC-Reno and the County conducting daily monitoring. Hydrogen sulfide odors in the atmosphere have been noticed on some days at the perimeter roads but have not been detected with the current hydrogen sulfide monitors. The ATDSR is routinely updated on the air monitoring results.

Week ending December 24, 2005

Landfill Gas System- Drilling of the gas wells continued all week. Twelve wells have been installed.

Air Monitoring- Five perimeter H2S air monitoring units were received and will be installed next week. High range units for H2S source monitoring are back ordered.

Contact water management - APAC-Reno's consultant met with Johnson County Wastewater staff and Johnson County Environmental staff to discuss status of review for discharge of the contact water through the county's wastewater treatment system. After discussing, it was decided the application stood little chance for approval at this time, primarily due to the existing hydraulic load on the wastewater plant. The plant is undergoing modifications but will not increase capacity until October/November, 2006.

Hydrogeologic Investigation- Sampling completed on newly installed perimeter wells and landfill wells on Monday. Another ground water well will be installed near the lower pond on 12/28/05. Goal is to have report to KDHE by mid January, 2006.

Intermediate cover- Due to cold earlier in the week and wet conditions, no intermediate cover was placed.
