Explanation of Violation Numbers

The following applies to the JCED Swimming Pool Inspection Form. The numbered explanations relate to the numbered items under the subheadings Pool, Equipment & Signage, Equipment, Bathhouse, and Other on the form.

  1. Condition of pool area.
  2. A continuous deck of at least five (5) feet or more wide shall extend completely around the swimming pool.
  3. Pools and spas shall not be operated with broken, damaged or missing drain covers.
  4. Condition of sides of pool.
  5. Condition of bottom of pool.
  6. Every swimming pool shall be operated under the close supervision of a licensed operator. Bather load standards shall be maintained at all times to insure adequate water safety of bathers and suitable water quality.
  7. Depth of water shall be located at minimum and maximum water depths and at points of break between. Water depths shall be plainly marked with numerals or letters of contrasting color at least four (4) inches high at the following locations:
    • On the deck immediately adjacent to the pool
    • On the vertical side walls above the water line
  8. Water clarity shall be maintained such that the main drain is clearly visible from the pool deck. Drowning can occur without adequate water clarity.
  9. Pools and spas shall not be operated with disinfection feeding equipment missing or not functioning.
  10. Water levels shall be maintained at an elevation suitable for continuous skimming flow into the surface overflow system without flooding during quiescence.
  11. One unit of lifesaving equipment shall be provided for every 2000 square feet of water surface area. All lifesaving equipment must be accessible, conspicuous and stored adjacent to the pool when the pool is open.  One unit shall consist of the following:
    • A ring buoy not more than fifteen (15) inches in diameter to which shall be attached a sturdy rope used for casting the buoy and retrieving a drowning victim.
    • A shepherd's crook having blunted ends with a minimum length of twelve (12) feet.
  12. Every public swimming pool shall have a standard twenty-four (24) unit first aid kit.
  13. Where no lifeguard service is provided, a warning sign shall be placed in plain view with at least the following two (2) warnings:
    • "Warning - No Lifeguard on Duty"
    • Children should not use pool without an adult in attendance"
  14. The pump controlling the hydrotherapy turbulence of a spa shall operate on a timer which will not exceed fifteen (15) minutes.
  15. The following hygiene signs shall be posted:
    • All persons using the swimming pool shall take a cleansing shower bath before entering.
    • Any persons having an infectious or communicable disease shall be excluded from the pool.
    • No running, boisterous or rough play will be permitted in the pool area.
  16. A gas mask or self-contained breathing apparatus, approved for use in chlorine gas contaminated air, shall be provided and located out of the area of possible contamination.
  17. Chlorine cylinders shall be anchored to prevent their falling over. A valve stem wrench shall be maintained on the chlorine cylinder so the supply can be shut off quickly in case of an emergency.
  18. A bottle of concentrated Ammonium Hydroxide shall be available for chlorine gas leak detection.
  19. Forced air ventilation shall be provided in rooms which contain gas chlorine and must allow for at least one complete air exchange per minute.
  20. Equipment shall be kept in good condition.
  21. All chemical storage must be in strict accordance with label instructions to prevent fire, explosion or other hazardous conditions from occurring.
  22. Filtration systems must be equipped with influent and effluent pressure/vacuum gauges and flow meters to evaluate the condition of the recirculation system.
  23. To evaluate water quality an accurate testing kit must be provided. DPD is the preferred testing reagent of free chlorine residuals. OTO test kits only reveal total chlorine residuals and should not be used.
  24. A written record shall be kept of all information pertinent to proper operation, maintenance and sanitation of each pool and its equipment and appurtenances, and shall be recorded at least daily.
  25. All skimmers and gutters shall be clean
  26. All hair and lint strainers shall be clean and clear.
  27. To maintain water clarity and sanitation, filters must be adequately sized and maintained on all pools and spas.
  28. Recirculation pumps must operate 24 hours per day and shall not pump water faster than the filter can effectively handle. Proper filtration rates include:

  29. Rapid Sand

    Three (3) gallons per minute per square foot of bed area.

    High Rate Sand

    Fifteen (15) gallons per minute per square foot of bed area.

    Diatomaceous Earth

    Two (2) gallons per minute per square foot of bed area without slurry feed.
    Two and one half (2½) gallons per minute per square foot of bed area with slurry feed.

    Cartridge

    375 gallons per minute per square foot of bed area.

  30. Minimum turnover rates include:

  31. Swimming Pools

    One turnover every eight (8) hours, except for those pools subjected by heavy bather loads, as determined by JCED.  Those pools having heavy bather loads are required to have at least one turnover every six (6) hours.

    Wading Pools

    One turnover every two (2) hours.

    Spas

    One turnover every thirty (30) minutes.

  32. Chlorinators, brominators, filters, pumps and other electrical equipment shall be sheltered in a weather-proof enclosure.
  33. Floors and walls of bathhouse shall be kept clean and in good condition.
  34. Bathhouse shall be kept in good condition.
  35. All outdoor swimming and wading pools shall be enclosed by a protective wall, fence or other effective barrier. The entire barrier shall be at least five (5) feet in height. Each entrance shall be equipped with a door or gate that is self-closing and self-latching with hardware provided for padlocking.
  36. Ladders, steps, and handrails shall be safe and in good condition.
  37. The dimensions of the swimming pool in the diving area shall conform to the following table:
